Litchfield's new grand list shows slight increase

Litchfield's new grand list of taxable property is up by less than 1 percent, which means that the Board of Finance won't have much wiggle room when it considers a proposed town budget for 2012-13.

The grand list for Oct. 1, 2011, released last week by Assessor Kathy A. Brown, is $1,108,939,959, an increase of about $7.1 million, or .76 percent, over the 2010 grand list of $1,101,894,343. Real estate, personal property and motor vehicle assessed values make up the grand list.

The Board of Finance uses the grand list to determine the tax rate after a proposed budget is approved by the town. The current tax rate of 22.2 mills will likely increase in 2012-13. An increase of .76 percent in the grand list means town spending could increase by a like amount without an increase in the tax rate.

Brown attributed the small increase in the grand list to a lack of new home construction and major renovation projects. With the economy struggling, Brown said, there's little building going on.
 
Real estate values are the largest component of the new grand list, totaling $1,008,132,470, an increase of just $17,510 over the 2010 total of $1,008,114,960. Motor vehicle values are $72,062,730, an increase of $3,392,170, over current values of $68,370,560, and personal property values are $28,744,759, an increase of $3,335,936, over current of $25,408,823.

The grand list is subject to change after the after the Board of Assessment Appeals hears appeals from property owners, who have until Feb. 20 to apply for appeals.

George Malkemus and Anthony Yurgaitis, owners of Arethusa Farm and Arethusa Farm Dairy in Bantam, appear twice in the top 10 of the personal property assessments for the equipment they have at their farm and at the dairy.
